Because driving is a privilege granted by the state to those who meet age, physical and financial requirements. Every state in the nation has a law or laws stating that it is illegal to operate a motor vehicle without a license.

State law requires it, being obtained thru education, therefore giving you the PRIVILEGE to operate a motor vehicle and not the RIGHT to. The DMV giveth, and the DMV taketh away, remember. You don't follow the channels and do it without proper licensing, then you ask for lawman to arrest you for doing something you were not granted the privilege to do.
