they might't - it somewhat is a huge con to persuade human beings to purchase a licence (as you need to of direction!) working occasion: i don't own a television (marvel, horror). After distinctive letters from those human beings, sooner or later they confirmed up and suggested that they had detected a television sign in my domicile. "are available in," I suggested. "take a glance around." They got here, they observed, they left extremely despondent, muttering approximately the way it 'might desire to have been around the corner's sign'. Hmmmm. as though. i would be unusual for not having a television yet i'm specific many human beings do not too, and that is not like i'm attempting to stay without internet ;-)

Bit of both, they obviously have a list of unlicenced addresses, but not everyone has a TV. The technical gubbins detect if there is a reciever in an unlicenced house, and even what programme they are watching.

Hey, they have to keep donuts, coffee, pizza, porta john and drugs somewhere. Of course there isn't any sophisticated equipment-can't you tell from the talking heads?

I mean, they live to stand in a hurricane and tell us it's-uh-raining and the wind is blowing.

A combination of all three I should think.
Driver (obviously)
List of addresses
Equipment which detects you have a TV set switched ON.
