A list from the lowest to highest ranking would be greatly appreciated. I'm really trying to find out if a Commander is higher on the totem than a Sergeant. But a list would be fine. Thanks!

Every department in the country is different.

Sergeant is typically a low rank, so "Commander" (not a police rank I am familiar with) would likely be higher.

Normally the position of "Commander" is one of the highest rank within a specific unit or group. For instance when you have the Detective Commander or Task Force Commander. The title is bestowed upon an individual who is in "command."

A sergeant would be junior to the commander position.
