My living room/dining room is 15x22 and we've just installed hard woods. I want an area rug so my dogs won't be as likely to scratch the floors.
What size should I go with & where online can I find one at a decent price?

If you want one rug for the whole room, then you'll want something quite large, like 9x12.

However, another idea is to define the space in the room with smaller area rugs. For example, place one rug under the dining table, and another under the living room furniture.

Here is a really good source for rugs. They have many many different sizes, colors & designs, and they're pretty reasonably priced:

I'm not sure what you consider a decent price but I have a 9x12 persian in a 12x17 space that was around $1800. If you're dogs are hard on rugs, you might want to look at Frontgate or Grandinroad catalogs or online. They offer indoor/outdoor polypropolene rugs that look like designer rugs, are soft, and to clean they just need to be hosed down. I picked up a 9 x 12 Acanthus style for $325 for a high traffic area space.

Walmart has many area rugs, various sizes that you can view and purchase on-line. They are cheaper than any others I have seen. I would recommend a rug that is at least 12x18 for your dining room. I am getting an area rug from Walmart that is 5x8 for under my dining table.

You should allow 3 ft beyond the table at each chair to allow for moving the chair away from the table. Then make your measurements including the additional 6 ft added to the length and to the width.

You can try the Home Depot or Lowes websites but I thinks it's wise to inspect carpeting personally when purchasing.
