The act, as you describe it is a crime, actually punishable by prison.
Adding "proper codes" to stolen material does not make it legal. He gets away with it because no one reports him to the police, or the FBI.
If you are interested, contact Adobe corporation to find out procedures for turning this thief in.
I paid thousands of dollars, over the last fifteen years, for my legal software.

This is illegal activity for both parties involved.
It is not all that hard to load a software ICE ( windows emulator) and trap the instructions that validate the registration serial number. You just need some spare time and know x86 assembly.
When or if you need to go to Adobe and try to register the product for upgrades etc then you will be found out.

If he sells the program that's not just for personal use, that's profiting from crime.

you hardly need to be a computer expert to download a photoshop torrent.
He just downloaded an photoshop torrent once and burn that to cd.
Incase you didn't know, hardly anyone pays for photoshop except for enterprises.
