To gain inches on your waist, but to actually not have any weight increase?

I believe it is. I'm sad to say muscle weighs more than fat so it is quite possible you are lossing muscle and gaining fat. Has your activity changed?? It can also be AGE!!! Yikes!!

Yes because muscle weighs more than fat. If you have alot of muscle and it deteriorates and you gain fat, you will be bigger, but may actually weigh less.

yeah, as u grow older this will happen the one and only solution is to excersize.

I doubt it...maybe if you work out alot...and your abs start to pop up?...and you get toned...thats all i can think of.
