I am canning jelly. I'm at the point where they need to go into the waterbath, but I don't have the canning rack yet. What else could I use to substitute for the canning rack?

If you don’t have a canning processor, process a few jars at a time in
your largest Dutch oven ensuring you cover the jars with an inch of
water. Place a rack at the bottom to permit the water to circulate.
(This can be improvised with something as simple as clean flat stones
or pebbles.) For a hot pack, it is important to remember that the jars
and contents are already hot so take care that cold water does not
splash onto them causing breakage.

All you need is a trivet or something that allows the boiling water to surround the jars. You don't want your jars to be on the floor of the canner--you need the circulation. So, if you have a toaster oven, use the rack it provides, or a waterproof/heat resistant trivet. You can use small tea towels as 'dividers' between the jars so as they boil they won't touch each other, but that isn't necessary.
Look around the kitchen and see if you can find something that will work. Even a 'steamer basket' with the little legs on the bottom will work....that's what you're looking for! Good luck.

My mother put them simply in the oven, but I don't know temperature and time.

This lady does it following way ( electric oven, no gas, no aircirculation)
put the fat pan in the downest position. Put 2 cm water in it.
Put up to 6 glasses in to the water. Select a temperature of 175 ° C and wait upto small airbubbles are rising in the glass.
Lower the temperature to 150°C and let it stay so for about 90 minutes. After that time switch off the oven and wait 30 min.
