How do you know he's "above the law"?
What does he do?
I suggest you delete this question, and ask another, but give some indication of what you're talking about.
The answers could range from "nothing" to "call the cops" with a wide variety of other possibilities.
How can we know what to do when you haven't told us anything about what's going on?

Tricky. Purchase some high-caliber weapons, and visibly carrry them into your house during the day while he is sitting on his porch with his shotgun. That'll shake 'em!
