Zeena / adultery, if it's happened in my country, the neighborhoods would come, knocked and beat the people, they took the couple out from bed and show it in public or bring them to the police.

If those who're doing zeena, and I know them , but they are not muslim, I cant do much about it; I can only show my disrespect. I've seen this happened when I lived in the western countries. It's normal for them to live together without marriage.
