It could easily be our Government, that would raise up to be the one world government, but it would more likely be the United Nations.
Much of the destruction prophesied in Revelation, though, is not from anything controlled from this world, and some simply because man is out of control such as Rev 16:8 could be caused by global warming.

I am a Christian. Can I take it that by 'our Govt' you mean the government of the U.S.? We have a unique government, a great experiment ... "Four score and seven years ago our fathers brought forth on this continent, a new nation, conceived in Liberty, and dedicated to the proposition that all men are created equal.
Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure." - Abraham Lincoln.
Since its inception, this question has been raised. Can this type of government withstand? Can it work?
We have had many instances of abuse in our government. Many times of which we, as a nation, are not proud. But that is the very nature of our government - every mistake, every mistep is shown in brilliant relief against the white light of freedom and democracy. The world knows every misdeed we do.
However, I am still proud to be an American. We are a giving people. We are a helpful people. We live together, for the most part, in harmony. We have incorporated many differing points of view, religions, ethnicities, etc. Arab lives next door to Jew, no fighting, no bloodshed.
We have our problems, and we should strive to solve them. But for the most part, we here are blessed beyond belief.
So, in answer to your question, yes our Government is capable of mass deception, but our Government is made up of flawed humans. I still love my country, with all its flaws.

Thats because everyone believes in the system, that says the government will protect them
just like in 9/11 they believe the government could never do it as it's hear to protect them
they believe in the system
it's a shame the system does not believe in them
which is why the goverment could never be at fault

Any thinking person that is Christian KNOWS the governments are in the pocket of the devil.
When Jesus was tempted in the desert, Satan used all the kingdoms of the world as a bribe. Which thing he could NOT have done, if he didn't have them.
The massive deception we have been seeing, is the rise of philosophies, and the liberalization of the Church. A liberal church is a compromised church.

It's more likely that the deception is in the form of modern "Born again" Christianity, hypocritical pastors and money grabbing Christian organisations.
Didn't revelation warn of a beast even greater than the devil that would rise up from the depths of the Earth? What if "the depths of the Earth" was metaphorical for Christianity as a whole?

It is easy to understand how man gets caught up in the "Clouds of Illusion".
A person can understand the symptoms, yet they never look to discover the cause.
Not seeing the forest for the trees. Is there "Truth" in this statement?
If a person goes to the carnival or circus, they sometimes get so caught-up in the side shows that they miss the "Main Event".
May we all find the "Light of Truth", for that is what will destroy the "Ocean of Illusion" which lies within man.
