Hell is not a physical "place", and therefore it was not created. It is the state of being eternally seperated from God, and Lucifer was the first to be cast out from God's presence.
Conversley, Heaven is the state of eternal union with God - what we call the "Beatific Vision".

Hell is a mythical place of punishment. In Hindu mythology it was created about 2000 BCE. In Christian mythology the first century CE.

If you want to technical it's spelled with one "L". Read up on Icelandic lore. "Hell" is no where in the original texts of the Bible. The CONCEPT of the Christian version is in the Bible. But not Hel itself. I think in the original texts it starts with an "Sh" or something, I seriously can't remember. I believe Dante added to the images.

HELL WAS MADE FOR SATAN
This place was prepared for the devil and his fallen angels. It was never meant for man to go there. Man is going there by choosing to follow Satan and his evil ways by rejecting the free grace Jesus is offering to mankind. "Then shall he say also unto them on the left hand, Depart from me, ye cursed, into everlasting fire, prepared for the devil and his angels:" (Matthew 25:41).
