Exercise and training.

It sounds like he has a lot of excess energy in addition to a lack of obedience training. Labs need a lot of exercise. You need to walk him for 45 minutes a day, minimum. It would be better to do two walks that long, or replace one of the walks with some running -- think about playing fetch and getting him to run hard.

You also need to go to an obedience class. They'll help you decide what training aids to use. I used a gentle leader with my lab. It can really help control a strong dog and make them much more manageable. Whatever type of training collar you decide on, the obedience trainer can help you fit it and learn to use it the right way.

As for jumping up, you need to turn away from your dog EVERY time he jumps on you. He is jumping on you to get attention, to smell your breath, to be close to you. If you turn away, you remove all of those things that are a reward to him. Then jumping stops being a rewarding behavior. Since he is used to this behavior and has been doing it for a long time, it will take a long time to untrain him. Just make sure anybody he tries to jump up on, turns away from him. Saying "No" to him will only reward him with attention. Also, try teaching him an alternate behavior, such as sit. Instead of jumping on people when he greets them, he should sit. You might need to work on this for a long time though. And obedience class will really help here!!!!

It occurs to me that you didn't mean to write "13 months," because you wrote "puppy." Did you mean 13 weeks?? Either way, you need obedience classes, but it's more serious if you really meant 13 months.

That dog doesn't have much lab (if any) in her at all. Also, you shouldn't take a puppy home at 6 1/2 weeks. That is a major red flag that the person who bred your dog only cares about the $. And just out of curiosity, I see your chocolate lab in one of your photos. Since you already own a lab, how could you not notice that this puppy looks nothing like your other lab?

I am guessing this dog never had any OB training or even manners put into him? At the age of 13 months he should be reliably doing most things you tell him to do. Enroll in a serious OB training course and avoid places like petsmart and such. Get a prong and train your dog, with the help of an instructor on how to make him behave. Do it before it gets totally out of hand..

Obedience class.
Get a copy of the book 'Marley and Me' by John Grogan.
It is a story about a misbehaved lab and his family. True story, very entertaining and he dealt with the jump up dog as well.

Chocolate labs have a lot of energy and don't really mature after a year.

It took ours about 5 years for it to calm down.

I would train him and be consistent with the commands.
I think he wants your attention and is trying to get you to play with him. I would get him a lot of toys and spend time with him everyday just playing and wearing him out.

Take him for walks and get him to run around.

Taking obedience classes are also really helpful.

If he's chewing up your clothes while you are away, then he's lonely and is telling you he misses you.

Train him. Sign up for some classes.. If you find that you are unsure how to teach basic social skills to dogs then the best idea it to sign up for classes and learn how to train your dog..

Easiest thing in the world. Teach the dog to sit when you tell it to.
