A more correct translation is "destined." God knows even before we are born who will accept Jesus as their Savior and their names are written into the Book of Life.
While it may sound like God chooses (ordained) who to save and who to damn, that is not the case. It is you and me who make that decision.

how can anyone who was not ordained believe?
They can't. At least they can't in a saving way.
John 6:43 Jesus therefore answered and said unto them, Murmur not among yourselves. 44 No man can come to me, except the Father which hath sent me draw him: and I will raise him up at the last day.
Ephesians 2:4-9 But God, who is rich in mercy, for his great love wherewith he loved us, 5 Even when we were dead in sins, hath quickened us together with Christ, (by grace ye are saved;) 6 And hath raised us up together, and made us sit together in heavenly places in Christ Jesus: 7 That in the ages to come he might shew the exceeding riches of his grace in his kindness toward us through Christ Jesus. 8 For by grace are ye saved through faith; and that not of yourselves: it is the gift of God: 9 Not of works, lest any man should boast.
That's one of the mysteries of the Bible. It isn't explained how God chooses to save some people and give them the gift of faith, it is only stated that this is the case. The other side of the coin is that the gospel call of salvation is for whosoever will believe. The Bible doesn't teach that God predestines anyone to go to Hell. It only teaches that God is the author of each individual's salvation and that if He doesn't do the work then the person won't get saved.

Then the sacrifice of Jesus is really just a manmade pagan idea---- since the destination has already been ordained.

There is only one way to find out if you are ordained.
Go to Jesus, repent and ask Him to save you.
For Jesus said that He will not turn any one away.
