Yes you can , but whether you get one is another matter. My sister and her family were in temporary housing waiting for a 3 bed property. My 16 yr old nephew couldn't cope so went to the council and was given a 1 bed flat. Within weeks my sister was given a 2 bed house as she no longer needed the 3 bedrooms.

You should become an emancipated minor and find some people to live with in an environment where you can thrive. Your just 16, guess what.... your life is so young that you can control which direction it is going to go.
Avoid negativity. You have experienced enough of it already.
You have options.
You should go talk to a case worker at the Division of Family Services office. They can tell you what your options truly are.
Stay in school no matter what it takes. Don't let yourself get off track just because people around you have made bad choices and gotten themselves into bad situations. Your parents divorce affects you but had nothing to do with you. So what, oh well, now you have to make a life for yourself.
I had a baby when I was 16. I am now 34 and am doing great. You can too.
Maybe you could live with some roommates? Keep going to school, get a job, and help them with the bills. If you truly want to get out on your own, that is an option.
The easiest thing to do, would be to work this stuff out with yoru mom. If that is at all possible I would try that first.

There are often support groups and help for teenagers under 18 with housing/home difficulties. Not knowing your area I dont know who they are. I have several young friends who have been housed in youth accomodation or hostels so they definitely exist.
Do you have a homeless charity in your area? They may be able to point you in the right direction as could social services or your local housing office.
We have a charity in our area who work with homeless people and travellers, they have a youth worker who works with people under 25.
Leannes comment is a bit harsh, these places are for people with needs whatever they are, you will meet people with many different experiences in life there, some harsher than yours and some not. They are not bad places filled with bad people, doing bad things. You may find it tough in somewhere like that though, it depends what you are used to and what your idea of not getting on with your mum means.
Good Luck.

You won't even be able to get a place to rent since you aren't old enough to sign a legal document as an adult. Stick with your parents. You're 16 so you probably don't see them much anyway. At least if you stay with them, you'll finish high school and you'll have a place to sleep and eat.
I don't know your situation, and it may be more serious than it sounds. If it is (abuse, drugs, etc), then you should talk about it with an adult (another relative) who may be able to help. If it's just that you don't get a long with your mom, give it some time to see if things can work themselves out.

I hate to say it, but I think its 18 here in the UK :( You might be able to get a place in a hostel though. Try talking to the Salvation Army possibly.

In Scotland you can get a tenancy from your 16th birthday. Speak to your local council and or Citizens Advice Bureaux, they can both help.

no as your still a minor
, even if you could go on the list now you would be at the bottom, you have no minors under your care, nor are your homeless etc
You wouldn't qualify for any points which is what you need to be priority with the council
