It seems rather awkward that she should need a passport (she can't even sit still for a picture)...i can't find any information on this anywhere

If you are FLYING to Canada, every person, including infants must have a pssport. If you are DRIVING to Canada you do not yet need passports. The reqiirement for passports for land travel will go into effect between jan. 2008 and june 2009. the date has not yet been announced. See first website below to confirm this info and 2nd website for all info for getting passport for a child.

If you are US citizens, check before you travel with the federal government.
I am Canadian...we cannot travel by air to the US without passports, at any age. The laws have changed significantly in the last few years.
I know that the US is moving towards making so that all air travel will require a passport for entry into the US...and may have already done so (or equivalent, like the eye 'iris' identification), even if you are US citizens.
Found this - the rules are in the middle of being put in place, so it depends on when you are travelling. Better safe than sorry...

Cross-border travel by vehicle, has different rules. Canadians can enter the US without a passport by land, but not by air.
It is a comedy routine getting a passport pic taken for a baby, but it's not a big deal.

If you are a citizen of US, Canada, or Mexico and:
- - travel by air after 01 January 2007, you need a passport (regardless of age) to cross US/Canada border in either direction.
- - travel by land or sea before 31 December 2007, you need proof of citizenship (which may be passport, birth certificate, and/or naturalization papers) AND valid photo ID (which may be passport, US or Canada driver's licence, or military ID).
- - travel by any means after 01 January 2008, you need a passport.
If you are NOT a citizen of US, Canada, or Mexico, you WILL require a valid passport regardless of how you travel, and MAY need a visa to enter Canada - depending on your nationality (see link below).
These levels of documentation are required for all individuals, regardless of age or other status, when traveling internationally - as a result of rulings on the US side of the border.
If you are taking a minor (without both parents being present) - you must also have a signed and notarized document from the non-traveling parent(s) allowing you to do so. Information in the document should include: your name, the parent(s) name(s), the child(ren)'s name(s), where you are going, how long you'll be gone, actual departure and return dates, contact information for both parents (addresses and phone numbers), and contact information for the notary. It should also include contact information for you and the child(ren) while in the foreign country.

Yes, eventually. The passport people (in USA) are so screwed up that the program has been put on hold, but passportless travel to Canada is going away. Whether you need one now ($100) will depend on how you are traveling and when. Flying and cruise ships sooner than driving or trains, etc.

the person above must have been 10 years ago - the law has changed!
You used to be able to go on your parents passport!
