It may be self-executable. Have you tried running Norton in Safe Mode? That way, Windows will not load and hopefully you can catch the malware.

Norton will not rid you of this as it is not a virus, it's adware. You need a good anti-spyware program, windows defender does okay, but can miss alot of things so you could try adaware which is pretty good or spybot search and destroy to rid yourself of this problem. Also note that if you use system restore to restore your system to an earlier time before you had the adware installed on your computer that would rid you of the problem, but on the other hand if you use system restore even after you have gotten rid of it and you restore your system to a time while this was installed on your computer you will have it again. Norton AV isn't a cure all program, unless you have Norton/Symantec's security suite, then not only is your computer protected from most viruses, but also SPYware, MALware will be checked.
Do the following, download
1) SPYBOT SEARCH & DESTROY,

Use this to search for possible infections on your computer.
and
2) SPYWARE BLASTER
http://www.javacoolsoftware.com/spywareblaster.html
Use this to inoculate your computer from possible future infections.
You may also download Lavasoft's Ad-aware as an extra precaution - http://www.lavasoftusa.com/
All these software has been verified and tested by yours truly and does offer a good level of protection.
