human security act...a threat to human rights?

the human security act is equivalent to the patriotic act...im wondering if it is a threat to human rights. will it violate human rights?

I guess we will have to see what consequences it has on the government and people of the Philippines. If President Gloria Macapagal Arroyo hangs a big portrait of Ferdinand Marcos behind her desk at the Malacanang Palace in Qezon City, then the people should get nervous.
