Is laser treatment any better than previous surgical methods, for things like scars (arm, leg) and warts (face, hand, back etc.)? Is it permanent, or does it leave its mark, with sores etc.later?

I have had laser surger and it is less painfull and yes it is permantent and it will not leave a mark if you dont mess with the scab.

laser treatments are very good and non-evasive procedure,so no down time for you specially if you are working. but go to reputable clinics so you are sure they have good machines, otherise, you might end up with burns on your skin.
