Ok assuming you are asking about character traits, and not species or size..because obviously a mouse is smaller than a rat..

Mice are flightly and tollerate handling
Mice have a strong odor
Mice do not bond with their owner
Mice cannot be trained like a rat can
Rats don't just tollerate handling, they crave it!

Rats bond much like a dog to thier owner
Rats can be trained much like a dog

I think that the best way to know the differences between a rat and a mouse is to look at their size. For instance a rat is big,and a mouse is small.Also I think a rat grows as big as a guinea pig.I think anyway.

They are different species. It's kind of asking what's the difference between a house cat and a tiger... There's a relationship there, but it's a distant one.

A MOUSE IS GENERALLY SMALL AND HAS A SHORTER THIN TAIL, AND IT USUALLY HAS A SOFTER, FUZZIER TEXTURE.

RATS ARE LARGER, HAVE A LONGER FACE AND HEAD, THEY ARE MORE SLENDER FROM THE HEAD AND GRADUALLY GET LARGER TOWARD THE BACK SIDE. RATS ALSO HAVE A THICKER, LONGER SNAKELIKE TAIL.
