Applications for visas are strictly placed under intense scrutiny by the Canadian Immigration officials because many use this visas for legal entry but continue to stay in Canada even if the visas akready expired.

People get student visas and forget to go home. This could destroy the economy of Canada, a country that provides universal health care and other citizen benefits.

There are two reasons - one of these is the "I forgot to return home when my visa expired" excuse given by the previous respondents.
The second one is that to obtain post-secondary education, the incoming student must be able to prove academic parity with the Canadian system - including fluency in at least one of the two official languages.
Canada's school system is one of the higher-ranked ones worldwide, so it is more difficult for those from other areas to prove parity based on their own nation's system (and the grades they achieved in that system).
