Practice makes perfect but practicing bad habits does no good at all. Get a experienced shooter and have him/her coach you. Seeing the way the gun reacts without the noise and recoil, they can tell you what you are doing wrong and help you change something to get rid of the reaction or wrong method you are using. Then like the others said Practice Practice Practice. Set a goal for yourself of xxx score. Then work toward it diligently.
It is easier to beat your own score than it is to beat a expert shooters score.

I presume you mean with a rifle, First you must find the gun you feel happy with as in weight and balance. Hold the rifle tight against the shoulder, so there is no play, when this gun is fired there is a strong kick back, depending on the size of the caliber and the ammunition, this gun could brake your shoulder if not held right. when you are ready to fire in a safe and not public place. I would only recommend a gun club for the first time, who will make sure your weapon is licensed.
You will then have to learn how to breath before firing a gun,
as you hold the gun on target you have to squeeze the trigger without a bullet in the chamber, and safety catch off. Just to feel the play before the firing pin hits the bullet. The trigger can not be snatched other-wise the gun will move, when you get used to this feeling you are ready to fire with a live bullet.
when your area is safe and you have ear protection on your head to protect from the noise in your ears, which can cause permanent damage if you fire without some ear protection,
as you press the trigger to the firm before firing breathe a comfortable breath in, checking your surroundings there is no danger of hitting a person or animal in your target area.
Check your right side for a normal right hand gun, since this is where the spent casing of the bullet will come out, it will be very hot and can cause bad burns. you are now ready to fire.
The rifle is only good if the sights are set by a person who knows how to set sights. normally in a gun shop or club will you find this. One more safety point this gun must be stored in a locked gun safe or cupboard, I would recommend to keep in a gun club or police station, you are responsible for this weapons safety. The normal person finds no joy in killing animals or God forbid human, This act has to follow you all your life, My advice as a ex military marksman, stay away from these weapons unless you want to hunt on your own land, to keep control, Or as a sport under great control, then it is OK. This Gun is a great responsibility and only legal guns please. Do not alter the weapon yourself in any way, and keep cleaned after every use in the barrel and oiled, with the correct oil. A weapon is also a lot of work to maintain, otherwise it is a danger to yourself. a gun blowing up or miss-firing is a sure way to lose a limb or life.
Think before you buy one of these things.

Like everyone else said training and practice. Good expensive equipment can come later. And always keep in mind
A good shooter can make up for poor equipment, But good equipment can't make up for a poor shooter

Same as anything. By doing it lots.Study some books on markmanship and shooting from field positions.
And like any sport get some coaching. There are plenty of courses and ranges and experts who will teach you.
This makes the biggest difference.

Go practice at the shooting range, Also get your own gun and have someone show you how to set the gun sights to your eyes. Once you know how to set the sights, you can get it so its dead on for you every time.

Practice dry firing & live ammo fire, good sight alignment, good trigger control by squeezing not jerking the trigger, Lots & lots of practicing.*
