Check the local laws City Codes. It is probably illegal to park an unlicensed car. Do not even say a word to the neighbor or even touch there property (car) until you know the law. That said armed with the law city restrictions tell the neighbor you would like to use that parking spot would they remove the illegally parked car. Only when the car fails to move then call the city code inspector or police. People get Killed in confrontations with neighbors.

It is illegal to park any vehicle in the street or driveway that does not have a current valid license AND inspection sticker. If the car is missing either one it is illegally parked and you can call the police to have it towed.
You can confront your neighbor telling requesting them to move their illegally parked vehicle or you'll have no choice but to call the police and have it towed. You might want to have a copy of the city ordinances regarding parked cars in hand when you do this. Some cities post their ordinances on the internet, so just do a search for your city and click up it's official government website.
Your other option is to say nothing to the neighbor and just phone the police and have it towed.

Call the city offices where you live and have it towed! It is against the law to park an unlicensed car on a public street.

I think the cops would be interested in investigating a car without a license plate on a public street....

Pretty flimsy excuse for flouting the law, and it won't get the ticket excused. You order a bracket from the dealer that allows you to mount the plate, or you get a universal bracket from WalMart or AutoZone, just like the rest of us living in the real world do. If you live in a state that requires a front plate, you have to have a front plate. Do not put the plate in the window, by the way. In an accident a flying plate can cut somebody's head off. Plus it isn't legal anyway.

Legal way: Call the cops and have it towed the next time he does it.

Illegal way: Vandalize it. I would just let the air out of the tires though. Don't damage it.

call the cops and tell them that there is a suspicious car that is sitting outside of your house and you think that they have been selling drugs out of it.. the cops will come by.. haha.. that is mean.. you could just talk to the guy and ask him if he could park someplace else.. or just.. leave it alone.. good luck..

Get in touch with your local law enforcement ( police ) and
explain to them what your neighbor is doing !
Or ring the local council and get them to tow away the suspect vehicle, but explain to them what your neighbor is doing with his car,and that he / she is trying to provoke a fight with you, over how many cars you have.

If it's on a public street, he's breaking the law. Call the Police and they will either make him move it or they will impound it.
