Ten hertz difference is no problem:
The problem you are going to run into is the voltage difference.
America uses 120 VAC 60 Hz.
Where other countries use 220 VAC 50 Hz.
That said check your vacuum cleaner because most appliances built today are designed to work on either European or American voltage.
Check as see if you have a switch that switches from 120 to 220 on it. If so then it is a universal voltage model that can be used around the world by changing the switch from 220 to 120 and vice versus.

Seems to me since we are talking about a rechargeable vacuum cleaner, that you should be able to find a charge adapter in the country you are visiting or have moved to, that will work with 220 VAC input and provide the 12vdc or 24vdc or whatever for your vacuum cleaner..
Let's remember here that the 220 VAC is not connecting directly to the vacuum cleaner. So check with a local appliance store or go to the manufacturer's website and see what they have to say.
