I think you should wait.
What happens when you go off to school?
Chances are you won't be able to find housing that will take a dog. Not housing that a college student can afford anyway. You'll be bogged down by books, and maybe a part time job. Chances are you won't have the time or money for the dog.
Leaving the dog to linger in your parents backyard is no existence for the dog either.

Well, firstly I don't recommend leaving dogs only outside. I have two massive dogs [boerboels - South African breed about the size of a Rottweiler, maybe even a bit bigger] and they both sleep indoors and even come inside during the day.
But, if you're mom's allergic, then an outside dog, or a dog that comes only into your own bedroom, will be best. I'm allergic to cats and to my regret that prohibits me from getting one.
If you go for an outside dog its usually better to get something bigger. You must go and research some doggie sites, their habits, temperament and what their needs are. Don't just buy any dog. People do that and they end up hating the dog, taking it to the pound, giving it away, neglecting it.
Get yourself a dog that can be your friend and companion. And square it with your mom first, tell her that it will stay outside and if it does enter your room, that you will clean your own room so that the hair etc. doesn't affect her allergies. Also, a very important point, have the dog neutered/spayed as soon as its old enough.

EDIT: I do agree with some other answerers that it may be best to wait until you have your own place and enough money for vet's bills [which can be enormous] etc. On the other hand, I know what its like to desperately want an animal companion. But make sure it won't be neglected or stay behind when you go off to school...

Wait tell you can get a inside dog, think of it like this .What if you were the dog and your owner put you in a 6 x8 dog pin and only pet you when he feed you or even worst .He keep you on a chain and you couldn't move around freely. What is sad is most people get a dog put it out back and just forget about them even when it is hot or cold out. So wait till you can get your own place and get a small dog, I would suggest a pug . Very loving dog easy to house train.

Dogs are much better companions if they are indoors, and they do live over 10 years.. Do you know where you'll be in 10 years? Will you be able to get a place where you can keep him for 10 years? Or will he be sent to the shelter when your mom kicks you out? Believe me.. I had the same problem.. I had to live in a CAMPGROUND for a week before I found a "friend" who would take me, my boyfriend and my dogs in.. and we lived above a garage with no running water, no toilet, and in a bad neighborhood until last month when I FINALLY found an apartment. I was "kicked out" in APRIL... could you live in hell for that long for the sake of A DOG? If so.. then go for it!

wait until you move out. no dog should be an outside dog only. and it'll change your life, but it'll make it harder. turn 18, move out, then see if you have the time and money for a dog.

is she allergic because of the hair? if that's the case you could maybe try a Lhasa apso... they dont drop hair and have a great temperament
