There's a ton of software that allows u to retouch photos all u have to do is search, some programs can be Photoshop, Wire Pilot Plugin, GIMP for Windows,Serif PhotoPlus,Pixia,Paint.NET,Adesign,etc.. most people will probably tell u to use Photoshop.

I use Adobe Photoshop Elements 5 most of the time, but then sometimes I also use Microsoft Digital Image Pro 10. It all depends on what I'm doing, because sometimes I find it easier to do somethings in Microsoft than Photoshop. However, over all I do prefer to use Photoshop the most.

There are lots of free programs that do that. Just pick one you like. The most known is "The Gimp".
If you have "Office", "Microsoft Photo Editor", which you can install along with the other programs, does a great job.
If you want something professional, get "Lightroom" from Adobe (it's not free but it woths every penny!) or "Photoshop", also from Adobe.

The best is Adobe Photoshop, but it is a little hard to use if you do not or have not used editing programs. Try Ulead Photo Impact, as it is really good and easier to use.

adobe photoshop element. most peoples have it, it came with their scanner/digital camera/webcam. ask around before u buy it.
