He said, "Then let him withold himself from doing harm to people; for verily that is as alms and charity for him."

Not quite.
Being generous because god tells you to means you are not doing it because you think it should be done.
If everyone could realise that we are all neighbors in this world, that there are only 7 degrees of separation between any two people, and that when we help others, others will help us. If they could see this for themselves and not because they need to do it to appease their deity, then the world could be a far better place.
IMHO anyway.

Yes I think the world would be better.
I have read this in your Quran, and I acknowledge that there are truths included in it.
It would even be better if people would give to those outside of their particular Religion, to the needy irregardless of creed or color because God's Word says;
"He causes his sun to rise on the evil and the good, and sends rain on the righteous and the unrighteous"

Addition;
Just because someone gives to the needy, doesn't mean they are justified with God.
God's Word also says;
Luke 11:13
If you then, though you are evil, know how to give good gifts to your children, how much more will your Father in heaven give the Holy Spirit to those who ask him!"

world will be better i think if every individual knows how to be contented of what they have. stop grabbing so manu luxury and jaz have what they need. avoid consenting self's desire for that can lead you through badness. that's it.
