"It is also written in your law, that the testimony of two men is true."
Perhaps this is why they were sent in pairs.

Just in case one got killed or sick, there'd be another on that same path/ area.
Also two voices can be better than one.
One to carry the food and supplies, while the other takes a break.

It is so things would bear the witness of two. This was called for in old testament teaching as well as later in the church.

Maybe so there would always be a witness to what happened? Just guessing.
