Because there is no reason to pass through Norfolk on the way to somewhere else - the motorways are trunk routes for travelling between major population centres, ie look at a map of the motorways and you will see broadly that they link major cities like Manchester, Birmingham, Bristol, Cardiff, Edinburgh etc. As Norfolk has only one city of note (Norwich) there is not much demand for a motorways

Because the whole of Norfolk is about 50 years behind the times. That's what I love about it. Its quieter, less busy, no rat race, a slower pace of life. Treasure it dont move to change it.

im not sure. not exactly tourist capital of the world though it is? the straight roads along the fens are really dangerous though.
