It's not a punishment, actually, but you just don't get the blessing.
Mal 3:8 Will a man rob God? Yet ye have robbed me. But ye say, Wherein have we robbed thee? In tithes and offerings.
9 Ye [are] cursed with a curse: for ye have robbed me, [even] this whole nation.
10 Bring ye all the tithes into the storehouse, that there may be meat in mine house, and prove me now herewith, saith the LORD of hosts, if I will not open you the windows of heaven, and pour you out a blessing, that [there shall] not [be room] enough [to receive it].
11 And I will rebuke the devourer for your sakes, and he shall not destroy the fruits of your ground; neither shall your vine cast her fruit before the time in the field, saith the LORD of hosts.
12 And all nations shall call you blessed: for ye shall be a delightsome land, saith the LORD of hosts.
In other words, if you don't tithe, it's going to be that much harder for you to get out of that hole.
Mar 12:41 And Jesus sat over against the treasury, and beheld how the people cast money into the treasury: and many that were rich cast in much.
42 And there came a certain poor widow, and she threw in two mites, which make a farthing.
43 And he called [unto him] his disciples, and saith unto them, Verily I say unto you, That this poor widow hath cast more in, than all they which have cast into the treasury:
44 For all [they] did cast in of their abundance; but she of her want did cast in all that she had, [even] all her living.
If you tithe in your dyer straights, what kind of a blessing do you think you will get? This is a test of your faith. Will you pass the test?

Yes, God does understand. There are times when you are doing your best to get things done (and you have tithed before) but this time had a problem. You can get back to tithing when you are able to. The fact is, you are doing your best to do what is asked of you. Believe in God and His fairness and compassion. He is an understanding God and He will take care of you always. Continue to have faith and know that God does understand. Tithing is only a means of showing your love and trust for your Father in Heaven. It is by obedience that you choose to do it. When you tithe, you gain benefits by feeling good and knowing that you pleased God. You don't get punished by not tithing but receive untold rewards for following His wishes.

*** it-2 pp. 1110-1111 Tithe ***
No Tithing for Christians. At no time were first-century Christians commanded to pay tithes. The primary purpose of the tithing arrangement under the Law had been to support Israel’s temple and priesthood; consequently the obligation to pay tithes would cease when that Mosaic Law covenant came to an end as fulfilled, through Christ’s death on the torture stake. (Eph 2:15; Col 2:13, 14) It is true that Levitical priests continued serving at the temple in Jerusalem until it was destroyed in 70 C.E., but Christians from and after 33 C.E. became part of a new spiritual priesthood that was not supported by tithes.—Ro 6:14; Heb 7:12; 1Pe 2:9.
As Christians, they were encouraged to give support to the Christian ministry both by their own ministerial activity and by material contributions. Instead of giving fixed, specified amounts to defray congregational expenses, they were to contribute “according to what a person has,” giving “as he has resolved in his heart, not grudgingly or under compulsion, for God loves a cheerful giver.” (2Co 8:12; 9:7) They were encouraged to follow the principle: “Let the older men who preside in a fine way be reckoned worthy of double honor, especially those who work hard in speaking and teaching. For the scripture says: ‘You must not muzzle a bull when it threshes out the grain’; also: ‘The workman is worthy of his wages.’” (1Ti 5:17, 18) However, the apostle Paul set an example in seeking to avoid bringing an undue financial burden on the congregation.—Ac 18:3; 1Th 2:9.

I don't think God punishes us for not being able to tithe every week or month.I am only getting a check once a month now.I think if you can't pay your 10% all in that one month or one week that some get paid God does understand. You can make up for it later or if you get an unexpected refund or bonus or you can pay a little at a time until you are back on time.I got behind one time and I really felt so guilty until I went to my pastor and talked to a very close deacon in my chruch.

Absolutely god understands. you may not be able to tithe on your income but you can tithe on your free time. Volunteer. Help with the work of the Lord. Support the evangelism outreach and mission work of the church.

The tithe is is not allowable in the New Testament. Any amount which came from your heart is allowed only. and that is good for God.
The tithe is address to the people of Isarael during the time of Moses only. Your Pastor is just interested on your money. Tithe is not true.
Don't bother yourslef about it. the 10% which is being taaken by your pastor is for his own use. to enrich himself out of the moeny of the members of your false church.

Tithing, is of little concern to the Lord in heaven for you see it is not HIM who needs to MAKE you help others, that RULE comes from within RELIGION. You don't need MONEY to be in a position to help others. In fact there are BETTER ways to do your "tithing" than to give your money to religions which throw it away on stupid ridiculous building in the first place WHEN there are so many people who need homes, food and medical care. TIME is just as good to give to others and to be honest is much more RESPECTED by the Lord in heaven than MONEY..........

So, God is your Father, right? Read about how Jesus Christ talked about His Father. Read how the apostile Paul taught the churches about money. The root of all evil is the love of money. Your tithe to God is you. A personal relationship with God. I allow God to love me. God is not an overbearing, unforgiving God. Even when we say we allow, He is already there, loving us, because God is Love! (1 John) God wants us to be like Him, love him and other people. You will see that other people will not love you, but God will. What do you have to do? Nothing!

A laborer is worthy of his wages. If you attend a church, you should support it.
But I don't think God necessarily punishes you, but I do think that He withholds blessings. I believe that part of tithing is to teach us to trust Him. What better way than to give Him your money when you can't afford to. You're then trusting Him to take care of you, rather than you relying on yourself.
Give, you'll be amazed.
