The guy does it.
Ask the girl out, pay for the date, bring her flowers or candy or a small random gift. Randomly show up and ask her to go on a walk with you, or a drive, or a movie, or a picnic.

Essentially, it is charming a girl into love with you the old-fashioned way.

It's becoming popular in Christian circles. It means you get to know someone without the traditional "dating". Your parents approve of this person and expect you to seriously get to know this person with the expectation of marriage. You do things together with each other's family. That way you get to see the real person, not the fake one that you see on a date.
