Why do people call 911 for the stupidest reasons?

I'm not saying not to call 911 if there is an emergency, but why call if there is no life threatening situation going on.

In this town, of 10,000, the police station is closed on the weekends. At the police/fire station the outside phone informs one to call 911. One may still call 911 from home. Yes, say who you are and where you need some weekend police help and a car will be sent to you. Yes, I really didn't want to call 911 the first time, even to make a report, but I did. Sooo . . . I must get use to their office hours.

Frequently its the only known number to contact police. When they answer the phone they answer with what is your emergency. If you tell them it is not an emergency they immediately transfer your call to a lower priority location and deal with you from there. I must say I've called 911 several times and have gotten the best most prompt government service of any other government number I've ever called. They really do a good job most of the time.

Because people are, well, stupid.

911 calls are supposed to be for emergencies, but some people don't know what an emergency is. Some examples:
Cut on finger NOT Cut off finger YES
Have a cold NOT Somebody fell down and is out cold YES.
Loud snoring NOT Loud shooting YES

Ever notice that's the only number publicized? If I want to call the police dept. for a nonemergency, it takes me forever to find the number. They should have easy-to-remember office numbers too.
