Non Commissioned Officer is in the pay grade of E-5. You are considered a Non Commissioned Officer as an E-4 even though it is considered Specialist.

Army Spec 4 is not and never has been an NCO. Army Spec 5-7 were also not NCO's. These were pay grades with some granted management ability only. They did/do not have authority to issue an "order" as defined by the UCMJ.

In all branches of the U.S. Military, a NCO is E-4 and E-5.
A Staff NCO is E-6 through E-9.
Non Rate is E-1 through E-3.

I can only speak for the Army (which I was in). At pay grade E-4, a Corporal is an NCO but a specialist is not. All enlisted personnel E-5 and above are NCO's.

In the Army an E4 can be a Corporal or Specialist. A Corporal is an NCO and Specialist is not. But most people have to wait unitl they are an E5 to be an NCO, there really aren't that many Corporals.
In no branch is an E3 an NCO.

in the AF its E5 SSgt...anything below that is generalized as an airman. also in the AF E7 and above (Msgt,SMsgt, and CMsgt) are considered Senior NCOs.
