There are three levels of Holy Orders: Deacon, Priest and Bishop.

I think you are confusing what orders means- this does not mean'commands'...it is

The sacrament that, by the imposition of a bishop's hands, confers on a man the grace and spiritual power to sanctify others. There are three forms of this sacrament, also called sacramental orders, namely diaconate, priesthood and episcopate. they are not, however, three sacraments, but only one sacrament that is separately administered with three successively higher sacramental effects. It is certain that every baptized male can be validly ordained, although it would be highly illicit to ordain him before the age of reason. It is likewise certain that every baptized male can be validly ordained a priest without previously being ordained a deacon. However, the more probable teaching is that a baptized male cannot be validly consecrated a bishop unless he has previously been ordained a priest.

In addition to the above answers, In the Roman Rite of the Catholic Church men preparing for Holy Orders are first admitted to Candidacy for Orders when they are in their 1st or 2nd year of Theological studies, The next year they receive the ministry of Lector and then Acolyte. These first 3 steps are not Orders but replace what was termed "Minor Orders" in the years prior to 1975. (The former were Tonsure (which made him a Cleric or Clergy), Porter, Exorcist, Lector, Acolyte and Sub-Deacon.) The next step is admission to the first degree of Holy Orders with Ordination to the Diaconate / The Order of Deacon. At this time he becomes a Cleric or Clergy and is called "Father". A year or so later he is Ordained to the 2nd degree of Orders as Presbyter or Priest. The 3rd degree of Priesthood is Bishop.

Catholic priests are ordained into Holy Orders.

Some also take vows or profess to religious orders, such as the Jesuits, the Passionists, the Franciscans or other clerical religious orders. This is if the priest is also a religious brother (monk).

Becoming a cleric is called the sacrament of Holy Orders.
There are 3 orders of clergy: Deacon, Priest, & Bishop.
Being married is called the sacrament of Holy Matrimony.
These are vocations, & are for life; only Deacons get both.

1575 Christ himself chose the apostles and gave them a share in his mission and authority. Raised to the Father's right hand, he has not forsaken his flock but he keeps it under his constant protection through the apostles, and guides it still through these same pastors who continue his work today.61 Thus, it is Christ whose gift it is that some be apostles, others pastors. He continues to act through the bishops.62

1576 Since the sacrament of Holy Orders is the sacrament of the apostolic ministry, it is for the bishops as the successors of the apostles to hand on the "gift of the Spirit,"63 the "apostolic line."64 Validly ordained bishops, i.e., those who are in the line of apostolic succession, validly confer the three degrees of the sacrament of Holy Orders.65
