So I have been talking to this guy. I asked him is he was seeing anyone else and he said not since we have been talking. But last night he said we "were not on the level where we can say we can't see anyone else", but that he wouldn't be exactly happy if I were to go on a date with someone else. What does this mean?????

It means he knows you are a good thing, and doesn't want to lose the option of going out with you, and it would be an ego blow if you got a date with someone else. However, he wants to reserve that option for himself.
He can't have it both ways. The fact that he's not considering how you feel about it if he goes out with someone else, while making it clear that he'd be unhappy if you did, is the sign of a potentially jealous, insecure, guy.
You might point out to him that this knife cuts both ways. If he persists in this attitude, and similar attitudes that do not reflect consideration of your feelings, you might want to reconsider the relationship in general. He might say 'I see what you mean - you are right'.
I have something else you might want to consider or point out to him. We are all busy. That's how life is. Just because you have both decided not to work on relationships with 3rd party individuals, it doesn't mean you are shopping for rings for crying out loud. Dating one person takes up enough free time in our busy lives that he really shouldn't have so much time that he can chase a bunch of other women unless he's unemployed - OR unless he's making it a really high priority to meet other people. If that's the case, you might want to shift him over to the backburner as well.
For now, my personal advice would be - go out and have fun. If better plans come up, tell him you've 'got other plans' - even if it's just your girlfriend. If he presses you - tell him to mind his own business like you are minding yours and didn't he want it that way? In the mean time, if you like him, keep going out. But - keep your eye out for more 'red flags', and don't let your feelings get too invested in this dude before his are invested in you.

This means he is just being selfish and wants to be able to hook up with another girl if he gets the chance, but doesn't want you to see anyone else. He may try to say that he doesn't want you to see anyone else because he really likes you, but he just really likes himself. Find someone else ASAP!

It sounds like he may not know what he wants at this point? How long have you been seeing each other? Give him sometime, and if he is really into you, he will not want to see anybody else!

it means he likes you and he wants you for himself; thus he doesnt want you going out with other guys, but he doesnt feel that he has a right to ask you that. i mean, if he was your husband or even your boyfriend, he'd have a right to ask, but maybe he doesnt think you guys are at the "bf-gf" level yet. Are you two actually bf/gf? if not, then I am right.

hes probably saying that you guys arent commited to eachother so you can technichally be seeing someone else, but if you were seeing someone he would be upset-aka he likes you and would be jealous if another guy took you out. he probably likes you
