yes
sit ups and crunches won't do that. they will tone your mid section once that fat is gone. what you need is to shrink your fat cells. you do that with cardio (ie: running, biking, jump-roping, etc.)

Ideally, you should do some sort of cardio work-out (running, spin class, aerobics) for atleast half an hour before moving on to other exercises.
But running is not the only activity that would help. You should do sit-ups (15 with 3 reps) to tone up aswell.
Most importantly, a proper diet is required. Drink lots of water.

try this simple one
1) Eat more steam food, lean meat, vegies and fruits
2) Cut out the junk food, soda drinks and snacks. Get rid of the junk food from the cupboards!
3) drink plenty of water / green tea
4) Exercise - look at combining weights and cardio into your program. you can look at alternating upper and lower body exercises without rest, say bicep curls, then lunges , rest and repeat. With cardio, try sprinting 100m, jog 100m and repeat.
Here's a review link to a program

5) Have 5-6 healthy meals a day(1 plate portions) to keep your body satisfied
6) if you have cravings drink water or eat fruits
here's an article to a healthy diet

7) have an action plan for long term goals, start off with small goals and increase it gradually over time.
8) form a support group. Make yourself accountable to someone like your parents/partner/friend. Best yet, get your friends/relatives to participate in a healthy lifestyle.
Good luck

There are a lot of good ways, and running is one of them.
But there are people (such as myself) who can't handle running at a stretch. So you could even try walking, basic calisthenics, or various other exercise programs.
No matter which you use, you'll want to remember to warm up and stretch so your muscles won't suffer cramps.
Good luck!

Do that along with crunches should do the job. Drinking lots of water and eating right helps too.
