I think heaven is long-gone. The universe described in Genesis... the one that god created... consisted of dirt made to arise from half of a pre-existing glob of water. First, god had divided the water with a 'firmament'... a crystalline dome... we call it the 'sky'. On the 'other side of the sky' was heaven... along with the other half of the waters that god divided... which accounts for why the sky is blue. The sun, moon and stars were lights... 2 big ones and a couple thousand little tiny ones... that god had affixed ON the ffirmament. These lights were moved on their appointed rounds using machinery that was operated by angels. There were also big vats of dew... and also snow... which the angels sprinkled upon the earth, when instructed.
That used to be the holy, divine 'truth'. People were tortured and killed by the christian authorities for daring to spread ideas that said differently than that. Finally... when the church could no longer deny that the sky was NOT a thing, some Pope waved his magic wand, and inviolable, holy, divine 'truth' was magically transformed into 'metaphors' and 'allegories'... which is how christians think of them today.
Heaven ... where god used to sit upon his throne and look down upon us... 'as grasshoppers'... there on the 'other side of the sky'... went away, when we finally acknowledged that the sky is NOT a solid 'thing'... and 'truth' became 'allegory'. I don't know where it went.
Oh... wait... actually, I DO know where it went. It went POOF... because it never existed... because it is a fairy tale... a myth... a part of the fantastical delusions of a gaggle of ignorant Bronze Age fishermen and wandering, militant, marauding, murdering, raping. genocidal goat-herders.

If I understand you here, here is what I think is the answer that you are looking for.
The major confusion comes from their being 3 members of the Trinity, The Father, The Son, ChrIst Jesus, & the Holy Spirit.
Think of it this way:
Alhough all the members of the Trinity work together as one, each member has been predominant throughout Scripture.
God the father, was the God of the Old Testement.
God the Son, was God in the flesh, living among us is bodily form.
God the Holy Spirit, is who is with us, from the time that Jesus ascended into Heaven, up to the Tribulation period, after that event we know as Pentecost. The era that we are living in now, is known as the the Church Age, when God's church, (those Believers who know Christ as their Lord & Savior), dwell on earth, fufilling the mission that Jesus gave His disciples-that of speading the message of God's love to the whole world-(Acts 1:1-8)

God the Father is in heaven, but He also is omnipresent (that means He is everywhere). So Solomon in his wisdom declared,
Proverbs 15:3 The eyes of the LORD are in every place, beholding the evil and the good.
So, yes, I believe God is watching us.

The Son and The Father are one. The Son is on earth. God is in heaven. The Father, Son and Holy Ghost are the same, all are in heaven and on the earth, and all are watching.

There is always a part of God with us...In the times of the early Jews. God Almighty was with them in the Temple and traveled with them in the Arc of the covenant. then God was with us as the Messiah in the flesh....Now we Have God with us in the Holy Spirit.

Both- He reigns in Heaven but comes down at night to observe His people. See Leviticus.

Everywhere.
Day after day alone on the hill
The man with the foolish grin
is keeping perfectly still
But nobody wants to know him
They can see that he's just a fool
And he never gives an answer
But the fool on the hill
sees the sun going down
And the eyes in his head
See the world spinning round
Well on the way, his head in a cloud
The man of a thousand voices
is talking perfectly loud
But nobody ever hears him
Or the sound he appears to make
And he never seems to notice
But the fool on the hill
sees the sun going down
And the eyes in his head
See the world spinning round
Oh, round, round, round, round, round
And nobody seems to like him
they can tell what he wants to do
And he never shows his feelings
But the fool on the hill
sees the sun going down
And the eyes in his head
See the world spinning round
Oh, round, round, round, round, round
And he never listen to them
He knows that they're the fools
But they don't like him
The fool on the hill
sees the sun going down
And the eyes in his head
See the world spinning round
