Cytoplasm is more than the gel material with organelles embedded in it. The actual definition of cytoplasm is "everything inside the plasma membrane except the nucleus". That means it includes the gel and the organelles.

What does cytoplasm do? It carries out the functions of the cell -- digests molecules, builds proteins and other molecules, transports materials around, packages cell products, gets energy from sugars, carries on photosynthesis, stores substances, and so on.

the cytoplasm is the stuff inside all cells that is of a gel-like consistency, where all the organelles float around in.
