Yes, many of the tools are available in GIMP.

Healing Brush, Noise, Gaussian Blur (or some other blur) and use of layers are available. You may have to look for where they are and that maybe they are not called exactly the same thing.

Probably do not have Photo Filter but that is not a critical step and can be compensated for in Hue Saturation or Color Balance layer.

May not have a high pass filter, but you can use the sharpen tool instead - it's not quite the same but will work.

This is an involved process and you may want to find all these tools and how they work first before doing any work involving them all.

One thing I would add, is before step 1 - duplicate your background layer so that your original image is not edited at all.
