No, A permit is just that. It is a limited license. To obtain an endorsement such as motorcycle you first must have an unrestricted Driver's license.

In most States, a motorcycle "license" is an endorsement that you add after you get your drivers license. Some (few) States have a motorcycle only license that does not allow you to drive an automobile.
