Usually a permit is required only when you do structural modifications, make floor plan changes or make an addition, but call your city building department and ask before you proceed.

Call the city building code inspector. Many cities ( seems especially near Chicago) have so many requirements, even the contractors cant stay up with the changes.
My son lives in Cook County near Chicago. They regulate the thickness of drywalll, type of wiring to use, plumbing to use, outlets, vapor barrier etc etc. My son remodeled his basement and had to tear out the existing studs before putting up new drywal since they weren't to code. The previous owner was "grandfathered". The cost for permits and inspections are high. He spent about 1400.00 on fees and has yet to have the final inspection. One little thing wrong and they can stop his work immediately.
You hate to check since then they know you are doing work but if you don't and they find out, they can prevent you from selling the house until it is up to code and then they fine you.

it depends on where you live. you can call central inspection in your town or city and ask about just what needs a permit and what does not. IT HAS BEEN MY EXPERANCE THAT THE MORE I KEEP THE OFFICE OF CENTRAL INSPECTION OUT OF MY LIFE THE BETTER!! That said if you do not know what you are doing they may save your life!! they are there for the good of the uninlightend public you need to know building codes and standard building pratices. for non structal work no permit is needed most places it is a money generating thing for the city

unless you are doing something to the structure you should not need a permit but the resons that they have a permits is so that if you remodle they can increase the taxs on your property because its an inprovement they might think that you house is worth more so if you can avoid it DO NOT get a permit its just another way for the state to make money on you

it depends on where you live, where I live I need a permit for about everything, I would go to your city ordinence building and ask but chances are depending on what you want to do yes it needs a permit any thing that changes the layout of your house and land

you'll have to check with your town hall. Most towns only require permits for additions, and you know extensive work done to a house. If it's just a paint job, you usually don't need one
