It means that no matter how many nice things you have, no matter how sexy you are, no matter how many pairs of diamond earrings, face lifts and nose jobs you can afford, you're still the same person on the inside, and that's where it counts.

Neither sentence is a full sentence - these are dependent clauses. However, I'm sure it means the following:

Not for how you look (attractiveness) but your personality (or could mean intelligence, goodness, virtue, etc)

I would have to see it in context to be sure on what "inside" means exactly, but I think general personality is the closest.

like people shouldnt be so judgemental by whats on the outside... but your personality and character... and that.

It means that your personality, character, etc are important - not how you look - handsome, pretty, etc.
