first you must see all 150 sinnoh dex pokemon,you dont need to see manaphry.
and then get the national dex and you will then be able to get in the palpark

There are two requirements for the Pal Park

1. Have the national pokedex. That means you have to see EVERY pokemon in the game before the natinoal dex opens. Just see, you don't need to catch in this one.
2. Own a copy of one of the GBA pokemon games (ie LeafGreen) with a save with the pokemon you want.

Insert the GBA game into the bottom of your DS. You then can upload 6 pokemon from your save (I think they are the memebers of the GBA's active team.) and catch them in the park. You can only upload 6 pokemon a day from each differnet cartridge. Fortutantly, the Pal Park's special pokeballs have a 100% capture rate. I've heard the transfer might be one way, and pokemon with HMs can not be transfered.

You need to get all 150 pokemon to fill your Sinnoh Dex. Then you go to professer Rowan in Sandgem City to get the National Dex.
