Reason to may be a female is because of the eyelashes lol. but Tweety's definitely a male.
One proof was found on one episode when Sylvester was trying to capture Tweety with a fake female bird as a decoy.

Tweety is a boy.
But, so many WB characters often appear in drag--thus your possible confusion.
It is interesting that it's very uncommon for female characters to swing to the male side ... for our culture, it's not as funny as guys in drag.
