Not exactly. The geen card is his entry document into the US. He might need a passport to get into Mexico. Certainly doesn't hurt to have one anyway. You, however as an American will need a passport by next year to go back and forth.

I am Canadian and have American relatives. You need an American passport now if you are flying into the US. If you are crossing the border at Canada or Mexico by car you do not need one until 2008, not far away.
The Intelligence Reform and Terrorism Prevention Act of 2004 requires that by January 1, 2008, travelers to and from the Caribbean, Bermuda, Panama, Mexico and Canada have a passport or other secure, accepted document to enter or re-enter the United States, according to the US Department of State.
Sad, you need one to visit your own country when going to Puerto Rico, Virgin Islands, Hawaii or Alaska.
A resident is not a citizen in reality so you would have to get a passport from your own country but the American government will give you an attachement card or id for your residency in the US.

You're fine now but you should apply for a passport so when the new law comes into effect (Jan 2008), you will be ready. If you have a green card, you can only get a Mexican passport (assuming you are a Mexican citizen). If you have been in the U.S. with a green card for 5 years, you can apply for citizenship. Once you are a citizen, you can get a U.S. passport.

Yes, that is correct.
The law has already gone into effect for air travel into the country -- which caused some hickups, with people coming back from vacations where they didn't know they needed to have taken their passport.
But if you are a legal resident alien, then you can use your paperwork that shows that status in place of the passport -- it has the same legal effect.

it has already happened they are making eceptions for people who have already applied but have not got their passport due to the back up in issuing passports but yes you have to have a passport
So if you are a resident you will need you passport plus your residents card

Yes...you need one to enter Mexico and one to re-enter the US...Canada too.
According to the US Department of State's proposed timeline, beginning December 31, 2006, you will need a passport for air or sea travel and beginning December 31, 2007, you will need a passport for land travel to Mexico and Canada

As of right now, you can still drive across the border with your usual documentation, the new law only applies to air travel. I believe next year it will be required for cruise travel and then maybe in the future it will eb required for vehicle travel.
