According to my parent's taxes, they must pay for trash collecting which is included in the bill.
Didn't they tell you that stuff when you bought the house? Sometimes rip-offs come with being fortunate enough to own property that you can afford to leave empty.

Check with the city because while I understand you do not use the service, you may be obligated to pay for the service whether you use it or not. Now, you may be able to choose size of receptacle.. but there are some cities where as an owner (homestead or not) the waste tax is much like any other have-cost..
It does not sound fair; however it does not sound uncommon.

live with it, it is that way in a lot of small towns. here in pulaski virginia. we have to pay 15.00 amonth trash fee and if we have any thing extra like cleaning out a basement, garage, attic or brush the town charges an extra 15.00 a load after first load. it's all a money rachet. here we also get charged double on water bill most people here pay 60 to 100 dollars amonth water bill. we have water and fixed water, sewage and fixed sewage,and three other things on the garbage bill we don't have any idea what they are. but when you ask about it when you pay the bill the lady says don't ask me to justify it I can't,and I won't. so just be glad you don't live in pulaski virginia.

Like the sewer service, street light maintenance, and storm sewer drainage fees, property owners pay utility connection rates based upon previously enacted ordinances. If you don't pay, they will lien your property, and it will incur penalties and interest. Eventually, they will collect their pound of flesh. If you live outside city limits, you may have a case. You are just paying for a share of the overhead in operating a fleet of vehicles, by teamsters, and the operation of landfills. Consider it a slice of your overhead during renovation.

I've been dealing with this same problem for years. I now "owe" $457 for trash pick up..when i don't use that service. My dad hauls it to the landfill himself.
When it comes to the government,even simple city government,you just can't win.
