When you thaw it, bacteria form and start working. Re-freezing only preserves the germs and they go right back to work the next time it's thawed.

"Why can't you refreeze meat??" Says who? I've done it plenty of times and have never became sick from it. You shouldn't defrost meat and leave it in the fridge for days and then refreeze it though. That's something different.

You can. I do it all the time. It is not "dangerous" or "unhealthy" as long as the meat has stayed cold. It only reduces the quality of your meat due to loss of juices which makes it dry and less flavorful.

Most meat, fish and chicken in the grocery store HAVE been previously frozen. As long as you don't keep it out too long, you can go ahead and freeze it.

Because bacterial growth will have begun during the time between defrosting and then re-freezing. It protects you from food poisoning.
