Yes. Provided you are installing a floating laminate (one that is not secured to the floor), and the existing laminate is in good shape (not warped, curled, etc).

But the floor height will be raised which might make transitions a problem.

I would remove the old first. I not saying it can not be done, but, over time it may not work as well.
