Under 21 and you blow anything above a zero on a alcohol breath and it is illegal. One beer is typically .02 for a 150 lb person. Even a .01 (half a beer) and you are busted.

Zero tolorence simply means if you disobey a certain rule or regulation, you will be dealt with severely , even if this is the the very first offense.
