Go to the local drug store and get some bag balm. If you can't find it the pharmacist can show you where it is.

Apply every night before bed, put some socks on his feet and if you do this every night until the problem is gone (1-2 weeks depending how bad it is) then every other night or every few nights it won't be a problem anymore.

I had this problem with my daughter and she is now 16 and uses it every night because she loves it, she uses it on her elbows too.

Dry skin and other skin issues can be treated w/Flax Seed and Fish Oil. Mix a tsp a day in some pudding/yogurt/cereal/whatever and give it to you son. You'll be amazed.
