Since there is only one way to install the sender assembly you may have either damaged it during the pump installation or the float may have hung up on a baffle inside the tank or there is a problem in the sender connection. Drop the tank to access the sender. Remove the fuel lines and remove the sender. Using an ohmmeter across the resistor board check the resistance with the float fully up and in the down positions. One way should show low resistance and the other should show higher resistance. If you have a friend watch the gage, you could also toggle the float arm fully up and down to see if the gage works correctly. Note, disconnect the connector on the pump so that the pump will not run but don't forget to plug it back in when you finish.

Maybe you negleted to remove the wrapping on the gauge or to replug the resistance wire connecting to the float gauge of the fuel pump assembly.

Did you forget to remove the tie wrap on the float for the fuel gage on the pump assembly?
